Rousseau -- 14 "All the citizens have a right to decide, either personally or by their representatives,as to the necessity of the public contribution.."; He believes that people should have a say in government.  In the paragraph, it says how every citizen has the right to contribute their input by a representative or personally. Montesquieu -- 6 "Law is an expression of general will."; Montesquieu believed that the government functioned by the consent of governed.  In the paragraph, it says how "law is an expression of general will". (Three branches of government)

Locke -- 2 "The aim of all political association is the preservation of the natural and
imperceptible rights of man."; He had the thoughts on life, liberty, and property.  Locke thought we all had those natural rights and no one could take them away.  The paragraph talks about a political association aimed to preserve the natural rights of man.

Voltaire -- 8; Voltaire believed in the three branches of government.  This paragraph is talking about the judicial branch which is necessary to keep the government from punishing people too harshly and getting too much power. (Freedom of speech and religion)
